Yep it shows voltage on when cross 3 and 4 in both positions. Black wire from 3 wire is connected to #4. Also when i touch black wire from 2 wire to the #4 bundle light turns on!!!
So this is awesome. I think we do have a neutral circuit then. So is the diagram you sent correct then? And do i put the inovelli switch in this location we have been talking about then??? If that is the case what does my light blue wire translate to in the diagram? Sorry this is confusing.

Yep, neutral installation just like in the diagram. Inovelli goes in the box you last posted a pic of (#l2?).
Consider the blue conductor to be the white in the diagram.
