LZW31-SN - On but cant do ANYTHING

I am just switching over to Hubitat. I switched over an Red Series On/Off switch just find. BUt now I tried to do my bathroom Red Series Dimmer (LZW31-SN) and it is in a funky state.

I removed from SmartThings, but now any time I try to discover it in Hubitat, it sees the device and assigns an ID, but just sits at Initializing. Also the physical paddles dont seem to do anything at all.

I have pulled the air gap a few times with no help.

Wondering if it wasnt properly excluded from ST, so I try to do a full factory reset by holding the config button for 20 seconds. But this doesnt seem to do anything. The light just stays blue.

I’m at a loss of what to do.

Of course I just figured it out after I posted this but it’s confusing.

Seems like i disabled the internal relay. But that also disables the Config button from working?! Strange.
