I had this issue as well. I ended up having to purchase a zwave usb stick to perform the firmware upgrade via my laptop.
You might try temporarily moving the hub closer to the switch if you keep having issues.
It should work through the mesh, but sometimes it does take a while and/or several tries.
There are two versions of the Hubitat updater make sure you are using the latest as the first does not work with GBL files. There are also no protections with the newer so make sure you are updating with correct file and target.
So, this usually means that the old device driver was installed. I had this happen myself when I was trying to update a Red Series Dimmer at my house.

@perryw I guess I’ll update the FW then. The issue exists on two different sets of CMs/switches. Guess I’ll find out soon.
sorry to bring up an old thread. Just a fellow canadian looking to see if anyone is willing to part with their lzw36. its fine if it has canopy connection issues. i mainly need the main switch itself.
