Pairing White Series Dimmers with HomePod Mini Flashes green but still fails

I have been replacing old dimmers in my home with White series dimmers. The hub for my smarthome is a homepod mini, and all devices I’ve added are matter over thread. I’ve added 10 smart shades and then 3 inovelli white series dimmers without any issues. However, the next 2 dimmers I’ve tried to add mechanically work, indicating the wiring is correct, but will not pair within the apple home app.

In both cases, the problematic switches pulse blue for a while, then pulse green three times. However, the home app continues to indicate the pairing process is ongoing. After a few minutes of waiting, the pairing fails.

I have tried factory resetting the switch, and I’ve tried moving the homepod mini to just a few feet from the new switches to see if that would make initial setup more reliable. So far I keep trying to pair a few times. Eventually the pulsing doesn’t start, and at this point I’ll factory reset the switch and start the cycle over.

Does anyone have advice on what could cause this situation and how to resolve it?

What firmware are the switches. Have you tried rebooting the HomePod? I would have problems with white switches when on 1.0.0 firmware.

Network would get unstable for a bit and rebooting the apple tbr would force it to go rebuild the network.
