I am having a similar issue in a non-neutral setup. My switch is the thing that flickers though, not the overhead lights. The light bar turns white and flickers. Sometimes it looks like the switch resets itself.
That could either be a loose connection at the switch (pull it and check) or low power since it’s a non-neutral. For the latter, try a bypass.
