Why do the Red switches cost ~ $10US more than Blue?

Title says it all.
All other things being equal (features, etc.), why do the Red (Z-wave) switches cost $10 more than the Blue (Zigbee) switches? Is it the Z-Wave licensing fee? Is that really $10/switch?
