I have a 3 way smart switch only setup, is it possible to have it configured without doing associations in Home Assistant?
You’re going to initially need a hub or a Z-wave controller to get the associations set up. The hub doesn’t have to be Home Assistant. Other Z-wave hubs allow for association configuration as well.
