Blue On/Off Sengled group reliability when hub offline

I’m using Hubitat and put a VZM30-SN and 4x Sengled E11-G13 into a group with Zigbee group messaging. They work well when the hub is online, but if I turn off the hub to test the binding without hub they respond to the first command quickly, but after that it is hit or miss if all the bulbs respond.

It seems like if I wait 10+ seconds between turning off/on they are more likely to all respond, but some bulbs will still not take the new command and I may have to hit on/off several times in a row before all the bulbs are in the same state.

Basically, if the hub were offline and I turned on the lights in the room, they would all turn on, but if I was like, oh I don’t need these on, and turned them back off only a few if any would turn off, and I would have to sit and hit off several times over several seconds to get them to all turn off.

Is there a specific switch/bulb/hub setting I should try?
