Cannot adjust local default dimming level

I have two Blue Series Smart Dimmers on the latest firmware (0x01020212) in smart bulb mode, and even after power-cycling (pulling the air-gap) and performing a factory reset, I am not able to effectively change the local default dimming level on either device. Other settings seem to be working fine.

I’ve tried setting the “Local default dimming level” in Home Assistant (presumably parameter 13) to, say, 50. However, pressing the up paddle always makes the front LED indicator go to 100% regardless of this value.

When not bound to any other zigbee device, the LED indicator stays at 100%. When bound to a zigbee light configured to remember the previous value, the LED indicator briefly jumps to 100% before coming down to the previous level reported by the bound device.

Have you changed any other configuration options? For example, could the switch be in On/Off mode instead of dimmer mode?
