You’ll need these devices to be in the same security group, or at the same security level. Your “Front Den Ceiling FL” has no security, and the “Front Hall Switch” has S2 security. These devices will not be able to communicate directly.

I believe what @Eric_Inovelli is suggesting is no security, which means to uncheck all the boxes. Despite what this post says, using no security is often recommended to have quick response and low congestion on your Z-Wave network.
