On/off blue switch vs Fan switch

I am trying to figure out under what situation the Blue fan switch is better that the on off switch.

It seems like the fan switch costs more and does less. The on/off switch can handle more load types and larger loads. Why would I ever pick the fan switch over the on/off switch?

I must be missing something, can someone please help me be less ignorant?

If you have an AC powered 3 speed ceiling fan and you want to be able to control the fan speeds, the fan switch is necessary. For everything else, it’s better to use an on/off switch.

Does it do that natively or only with the fan module?

It does it natively. The module is only needed if you have a single switch (with a single load wire) controlling both the fan and the light so that you can have independent control over both the fan and the light.

If you do end up using a module, then you do not need the fan switch. The dimmer or the on/off switch can control the module via Zigbee bindings.
