White dimmer restarting when turning off lights after power outage

I know this has already been discussed but my situation is a bit different. i have a Inovelli VTM31-SN with firmware ver.1.1.5 with 3 aux switches with neutral.. Everything has been working fine and then we had a prolonged power outage and then the when power was restored the issue started. my wiring has to be ok because it has been working fine untill the power outage. It works fine when set to dimmer but when changed to on/off back to the issue. I have tried the following splutionss:

Solution 1: Turn Off Smart Bulb ModeIf you are using standard, “dumb” LED bulbs, Smart Bulb Mode should be disabled. This mode intentionally keeps power running to the fixture at all times, making physical paddle turns feel unresponsive.Press and hold down the bottom part of the paddle (Off).While holding, quickly tap the Config button 4 times.Do not release the paddle until the LED bar flashes solid blue, which confirms the mode is disabled.

Solution 2: Change the Power On Behavior If the light comes back on after a power outage or when a smart home hub acts up, you need to adjust the switch’s configuration.At the Switch: Tap the Config button 7 times (the switch will blink green 7 times to confirm the parameter). You can then use the paddle to toggle between settings, or access these features via your Matter/Zigbee app (e.g., Apple Home, Home Assistant).In Your App: Open your smart home hub and locate the switch’s device settings. Change the Power On Behavior (Load Control) setting to Off.

Solution 3: Perform a Factory ResetIf the settings are stuck, a factory reset clears out misconfigured parameters:Hold down the top of the paddle (On) and the Config button simultaneously for about 20 seconds.Wait for the LED bar to turn red, then release.A successful reset is confirmed with a Cyan, Yellow/Green, and then Blue light pattern.

None of these have helped. I know the wiring is correct because it was working good before the power outage. Anyone have other solutions?
