This is normal behavior for an On/Off switch, but iOS let’s you change the identification.
Tap the “gear” icon for the On/Off device, and under the “Rooms” setting you will see a “Display As” setting. The options there are “Fan”, “Light”, “Outlet.” Simply pick the one that works best.
