I’m just getting started with Innovelli. My hopes are high. Sometimes when I try to program the switch I see no light flashes. Other times I do. Does it matter if the switch is on or off when one is trying to change the mode? I did finally get it into Smart Bulb mode according to the expected light flashes confirming success. Then, I saw that there was power to the associated light fixtures but the switch was then rendered useless. Unable to turn on or off from the switch manually. I did have it in on/off mode first. Any tips of guidance will be greatly appreciated. Thanks in advance.
That’s exactly what the Smart Bulb Mode is supposed to do. SBM is used when you are powering smart bulbs via the switch. You turn on the SBM so that the bulbs are properly powered full time. In this configuration, the switch will not cut the power to the bulbs via the wired load.
You can then control the smart bulbs via your switch by automations. With Blue series bulbs, you can also control the bulbs via binding if the bulbs are Zigbee. My understanding is that hubs do not yet support binding for the White series, although there has been some discussion of advanced ways to do that. I don’t have an White series, but if you search here, you will find some discussions regarding the difficulties with the White series and binding.
So basically, at this point, with your switch in the SBM, control your light(s) via automations.

Since you seem a bit suprised at the outcome of enabling Smart Bulb Mode, can you please confirm if your lighting load (bulb/fixture) is smart or dumb?
If smart, then Smart Bulb Mode (SBM) is indeed the right move, as it provides the always-on full power the smart load requires. Binding or hub-based automations must then be used to tie together the desired load + switch actions.
But if dumb, SBM is not applicable and shouldn’t be used.
The automation would be to turn the lights on with one press of the upper paddle and another automation to turn off the lights with one press of the lower paddle
