Wiring as a Scene Controller with no load connected

If I want to add a switch (from 1-gang box to 2-gang) that will not control a load (and has no wiring for controlling a load) as a scene controller, is this possible? How should this be wired? Will the switches operate with just Nuetral/Ground (no line or load connected?)

You would need Line (connection same as std outlet) to power the switch, Load is not required.

I program all of my new switches with a lamp cord, providing line and neutral. I should note that I mount the switch in a plastic outlet box for safety…

No, they won’t. As noted above, you need a hot and a neutral. And the switch should be grounded.

With no load connected is a neutral required?
I have a couple with no load hooked up, but neutrals are there so I genuinely don’t know the answer to this one.

Yes it came to me after. The non-neutral setup uses the load as a path to neutral in order to power the switch. So with no load connected there is no path to neutral so the switch won’t work. I really should have known this one. lol
