Do dimming and ramp rate (local or remote) do anything when Smart Bulb mode is on?

I’m in the process of converting from Insteon (as I am moving away from incandescent bulbs) to Zigbee. I’m struggling a bit to understand the dimming and ramp rate parameters and how they apply when using smart bulb mode.

In my current setup, I have a blue series switch bound via a Zigbee group to a set of Hue (and in one room, Innr) color temp bulbs. The switches are in Smart Bulb mode. The current behaviour I am seeing is when I tap the up paddle, the bulbs turn on instantly. When I double tap the up button, they turn on with a ramp rate of about 2 seconds. I would like to reverse this behaviour. I am using ZHA as my Home Assistant integration. It doesn’t seem to matter where I put any of the sliders for ramp or dimming rate, either local or remote. Is this because I am using Smart Bulb mode?

I’ve tried creating an automation in HA, but I think the Zigbee binding is getting the control of the bulbs first.

Where do I change the parameters as listed here? Is there documentation for this feature “Binding off to on sync level”. I’m sure there is, but I seem to end up going in circles when navigating the the documentation.
